Ok, I found out what it is. This french crowd called Raw Instinct
released a tune in 1996 called “De le Bass”. The original version is a
slow jazzy hip hop number but Mousse T did some remixes, one is the
House Mix and the other is the House Mix instrumental. Go to the
following page on Discogs to get a rundown of what was released.

That’s the good news. The bad news is that these house mixes are
notoriously difficult to get. I managed to get hold of an MP3 of the
House Mix, which is very close to the version I’m looking, which I
think is the House Mix Instrumental but I can’t find an online copy or
snippet of it anywhere to confirm, I just think it is because the House
Mix is very close to the version I’m trying to track down.
